What should i do with this ram

I bought some ram in january (Gskill 15-15-15-35 2400mhz 1.2v) and it wont run at the speeds advertised at 1.2v. Should i rma it or should i increase the voltage slightly? it keeps freezing on boot saying overclocking failed. my cpu is on stock atm to rule that out
 
yep i am, i used to think it was my mild cpu overclock but now that i have set my cpu to stock it only happened after i put my ram timings timings and frequency in
