What should I use to write my new website ?

My website will need PHP/MySQL functionality as users will have the ability to submit data about themselves and an image. All this must be stored, preferably with an image conversion down to a specific size !

Can Macromedia Studio handle that ? I assume it can, and you just type the code in manually ?
What about MS Frontpage ?
