I'm trying to remember a song and my Google skills are failing me. I thought it was called 16 but apparently not. Its a song by a young black woman about her life as she grew up, no money looking after her younger sister etc. Think it was late 90's. Anyone know what it is?

Rap ish I guess, suppose it falls under pop though. Thought it was Kelis but doesn't appear to be.
