What speeds should I be getting?

Here are my router stats

DSL synchronization status: Up
Connection status: Showtime
Upstream line rate (kbit/s): 4996
Downstream line rate (kbit/s): 14997
Maximum upstream rate (kbit/s): 6905
Maximum downstream rate (kbit/s): 43773
Upstream noise safety coefficient (dB): 8.8
Downstream noise safety coefficient (dB): 22.6
Upstream interleave depth: 0
Downstream interleave depth: 0
Line standard: VDSL
Upstream line attenuation (dB): 43.1
Downstream line attenuation (dB): 20.3
Upstream output power (dBm): 2.1
Downstream output power (dBm): 10.6

What speeds do you think I should be getting?
 
You're downstream rate looks very low compared to what you'd expect given the maximum sync.

You need to provide more information about the connection and its history to give any clue as to why it's so low.
 
Connection ran at 21MB to 24MB fine for about a year.

Had a problem with noise on the line just before Christmas, fixed by BT Openreach. I was told it was due to a poor connection at fibre box, even though the internet was still working fine when the noise was on the line.

Next 4 weeks after the fix the internet disconnects everyday lowering speed to what they are now.

Complain to ISP (TalkTalk) who agreed speeds are low for the line.
BT engineer sent out checked line all fine, seemed to think the line should be fine for 32MB with a high of 36MB. Before leaving did a soft reset to 25MB.
Next day the connection went back to the speeds posted above.

Complain again to TalkTalk second BT engineer sent out.
Same again no fault found on line, seemed to think line should be good for 40MB very good line even though its an aluminium line. Before leaving did a soft reset to 27MB which lasted two days before going back to the speeds above.

Now BT saying the lines only good for the speeds Im getting now even though the line had been running at 21MB to 24MB for a year before the line fix.
