what steps do I take with this buyer not receiving goods?

So it was due to arrive on the 13th of December, it was all tracked but its not been delivered.
Do I refund them now or do I attempt to contact RM about compensation and when I get that (several weeks I bet) then refund the buyer?

I know about the industrial strikes and the risks I'm willing to take but RM > Evri. Other couriers at the time wanted more monies.
 
I suppose I can be a **** and make this buyer wait while I battle it out with RM. However I'm not like that and put myself in peoples shoes and expect to be treated the same way. He did abruptly message me in a condescending manner to tell me his goods hasn't arrived and I told him that there is a country wide issue with packages and if he can wait a bit longer. Now he's waited a fair bit I guess it will only be time before they message me.

Refund it is and battle with RM.

It was on ebay for those who wanted to know, yes it still showed it was in 'transit' this morning and he advised it was delivered this afternoon.
Now checking on ebay its showing as delivered.
I did not issue a refund but asked him to make the request and I would have sent the money back to him.

As this morning when I reviewed the tracking, it didn't give a lot of information other than its still in transit.

Also it was sent on the 9th December, however on RM it doesn't even acknowledge the tracking number but it does on ebay.
