What steps to take to reduce noise from PC?

It's about time for a new PC and I'm looking to make it as quiet as possible. I'm not sure if its possible to have a completely silent/fanless PC these days. I'd be open to alternative cooling solutions, but it seems that watercooling kits all have fans on too.

I'm not fussed about overclocking and I don't need a crazy graphics card or anything. It will mostly be for video editing and sound production.

I also heard that there are some good cases which can greatly reduce noise.

What would the most effective options be for me to keep noise to a minimum? Thanks
 
I would say get two 140mm silent case fans so you have good airflow (be quiet ones are good and of course noctua if you have the money) then i would say get a large bequiet or noctua heat sink and go into the mobo bios and have the cpu fan set as low as possible and have the silent case fans on high it works for me my pc is super quiet. And also whatever gpu you get unless its a 970 strix or something with a good fan curve set up a custom fan curve for it in msi afterburner and your sorted. But if you want completely silent you could go fanless but i don't think its worth it as you might have issues with from the higher end cpus you need for video editing but then again im not that experienced with those solutions.
