Just looks like a painted concrete floor to me. Its the super hard tyres that allow RC drift cars to slide around effortlessly like that

Is it even painted? Concrete can be polished up like that.

Just painted concrete, as has been said. I've had friends previous play with Drift RC cars in a multi-story car park, works fine.
