what to upgrade first ?

currently have an e8400, 4gb ram, 8800 GTS 512mb

looking to get a dx 11 card and windows 7 but should i be upgrading the cpu/mobo (possibly ram) first ?
 
every time i have bought a card theres always new stuff coming out :D, take it the 5830 is not a top of the range/ price card ?
I've never went for the best of the best with cards, still spent a few hundred, saying that, the 8800 was the first one i was really pleased with, could genuinely play anything
