What to wear to a murder mystery night

My bird has insisted that I go to a murder mystery night organised by one of her pals. I've been given about 24 hours notice, and told that my character is:
Oliver Steed: Actor, raconteur, hell-raiser, you're
larger-than-life and twice as loud.
Costume suggestion: velvet suit, flowery shirt, kipper tie and an enormous
hat. you should wear a buttonhole.)

Given that I don't own a velvet suit, flowery shirt, kipper tie or enormous hat, what would you suggest I wear so I don't look like I haven't made an effort. My budget is a self imposed £10.
 
Charity shop, you can find most of that stuff in the window of every charity shop

OR go inside and ask "had any old eccentric fellas die" ?
 
Wear something obnoxious and colourful, but make sure you include a jacket with a buttonhole and some flower in it - as it sounds like it's part of the plot...

WTF? Just back from the charity shops. There was a perfect suit, but it was just too small to get away with. Gonw with the brightest shirt, brightest flowery ill matching tie, black leather waistcoat and buttonhole flower. It looks so ridiculous, but I think it matches the 'larger-than-life and twice as loud' bit. Thanks for the suggestions.
