someone enlighten me what was wrong here ?

i assumed dirty rear number plate so the camera cant read it going out ?

Sounds to me like he lived nearby (as it says in the article) and he just parked there overnight and covered his rear plate when he was leaving each time and thought he'd somehow get away with it, which to be fair he did.

perhaps yes, but a lot of them automatically issue a fine after a certain time anyway, leaving or not
