It's a Peruvian sui caedere hornet. They have a particularly nasty way of dealing with rivals threatening their nest. A specialised variety of their warrior hornet attacks the threat with the aim of dying. Once dead, a chemical reaction in its gut causes a release of Bromomethane, which is extremely poisonous even to fairly large mammals, if they breath too closely to it
Presumably, that one's been dead for a while, so Bromomethane levels should be low risk
