Basically i'm starting up a football site where the main draw will be the articles and forums, with the two linking flawlessly.

I will also later want to add a seperate video section (if possible that has a ratings and comments section on it that is also linked to the forums), maybe a bit of facebook integration (not sure yet). I don't want to the sites growth to be limited.

I know a bit of html/css and very, very basic php (not enough to code my own stuff but if the CMS is easy to learn i plan to add things like a users favourite team in their profiles and whatnot).

Is this possible?

Thanks in advance for any advice.

vBulletin sounds like it will work if you don't mind a paid solution, there is a version with a CMS too, but there is also third party CMS solutions like vBadvanced (which is free), which works pretty well and is very easy to use.

Everything you mention would be easily possible with a bit of work.
