What would speed up my PC?

I'm far from being as knowlegable as people seem to be on here about upgrades, so I'm after a few pointers on speeding up my PC a bit.

Operating System
Windows 7 Home Premium 64-bit SP1

CPUIntel Core 2 Duo E6550 @ 2.33GHz
Conroe 65nm Technology

RAM 4.00GB Dual-Channel DDR2 @ 332MHz (5-5-5-15)
Motherboard

Hewlett-Packard 3031h (XU1 PROCESSOR)
Graphics

Viseo 200Ws (1600x900@60Hz)1024MB ATI Radeon HD 5450 (ATI AIB)

Hard Drive 298GB Seagate ST3320310CS ATA Device (SATA)
Optical Drives

ATAPI DVD D DH16D3S ATA Device

AudioSoundMAX Integrated Digital HD Audio

The power supply is only 250 watts and the RAM can be upgraded to 16 GB.

Just wondering if I can add anything to give it a bit more kick.
 
My biggest recommendation would be an SSD.
Will decrease boot times and increases responsiveness of the system.

What will you be using this computer for?
 
A fresh install of windows I think would be best - seriously.

It's not really worth upgrading im afraid, if your mobo supports SATA2 could be worth while getting a cheap SSD (Solid state hard drive)

It is a refurbished PC and the install is fresh. How can a SSD speed things up? Not heard of those.

Hi, It's just for internet browsing and gaming. I only play Team Fortress 2, Counterstrike and Oblivion mainly. But it runs Outlast, which I was surprised about.
 
It's not gonna run any games in a hurry. Unfortunately, your PSU is kinda limiting you.

A 64GB SSD with windows on it will make it faster in general tasks. For games, I'd just forget about it as it's not really designed to do that. And replacing the PSU wont help, since it's probably a custom item.

So yeah, SSD, £50-£80 depending on capacity. Your motherboard needs a SATA 2 connector to plug it in.

SSDs are like HDDs, they store information, like the operating system and your files, except, unlike an HDD, which uses a spinning disc and a laser on a mechanical arm, SSDs use flash memory and have no moving parts, this makes them considerably faster at reading and writing the information.
