What would you change?

Depending on what monitor you have it might be worth saving a few pennies and getting a 1070. Even at 1440p a 1070 will manage most things and they're a fair bit cheaper than the 1080. But that's a nit pick really. :)

Looking at my current specs would you say i am wasting 1500 quid?

i have had this machine since 2011 and it has served me well...........

i have also suggested upgrading a few times and always been told dont bother just overclock?
 
New gpu like you said and another 8 gb of ram, should be able to overclock your cpu to 4ghz by just changing the multiplier in the bios to 40.

^Why do you need this? You're not even buying an M.2 SSD or going SLI. You could literally buy the cheapest Z170 board on the market and be ok.

Well the real question is: do you need more performance? Are you unhappy with how your computer is running in games or in the day to day?
 
Buy the gpu, overclock your 2700k and see how you get on. If all is good then you have saved a fortune. If you still want more power wait for this offer to appear again on the 28th December. GPU wise, even a 1070 is a big upgrade from a GTX780. I know because I upgraded from a EVGA GTX780 FTW which was around 780ti performance and the 1070 can be up to double the performance depending on the game. It's also massively more power efficient.
