What would you think was going on? Would you do anything other than reduce your speed? Do you know the circumstances in which a 20mph limit would be imposed?
I was in a training course and the instructor said that if you see 20mph on a variable speed limit motorway, it means oncoming traffic in your carriageway - a vehicle going the wrong way. That might be many 10s of miles away due to needing to create a sterile area but might be over before you get to it. I never got taught about that prior to yesterday and wondered if anyone else knew.If I saw a 20mph limit on a motorway I'd be slowing down as safely as possible, eyes peeled and tbh looking for the nearest exit as something horrendous is likely to happen (driver on the wrong side of the road, livestock on the carriageway, lorry full of babies shed its load etc etc). IIRC 40mph is the minimum regular speed limit on a motorway so anything less than that is likely to be as a result of a serious intervention.
As far as I can tell, it's not documented publicly.So where is this "fact" about a 20MPH variable limit being shown on motorways documented? Google shrugs, other search engines shrug, the Highways Agency page on variable speed limits shrugs....

They can't without National Highways or Police running a rolling road block. If they're not close, they can't stop all lanes purely with signs.If someone was driving the wrong way in a lane they would stop traffic completely.
