Whats at fault here

My parents have gave me their old shuttle sk41 xpc and i was wiping it before getting rid of it but it has an odd fault whereby it will power on after you have pressed the on button after about 30 secs or a min, repeated pressing of on makes no difference. once on is fine. its almost like a time delay

Its not a loose wire as theres a light on the mobo to show the psu connected and its not the on button as i replaced the microswitch so its down to the shuttles psu or mobo but which.

is there any weird settings in bios that could be causing this? unplug the power cable and take out the battery for 20mins and see if that fixes it

I think ive got to the bottom of it now, it seems likely there are bad capacitors used in the shuttles psu, this is causing the issue, seems to effect quite a few people too. Oh well it should be easy enough to solder some new ones in seeing as replacement flex atx power supplies are quite pricey.
