What's causing poor image?

I'm hoping someone can help me identify what is causing me to get a poor image on my new monitor at work.

The basic setup is a HP computer with PNY 9500GT graphics card - the new monitor is a 24" HP L2445w. The problem is, I get a slightly darker shadow on pixels immediately above black ones (especially noticible on light gray backgrounds) making the text seem blurred. The monitor was connected via a single-link DVI cable.

In trying to eliminate the problem, I have tried the following steps:
1) Tried a different monitor HP->PNY->Dell 24" monitor
- got similar blurring.
2) The Dell monitor on my home computer with an ATI graphics card gives a perfect picture.
3) Tried using a different graphics card (HP computer and HP monitor) with no improvement.
4) Tried using a dual-link DVI cable with no improvement.
5) Tried connecting with analogue VGA cable with no improvement (was surprised that the the picture was as good as when using the DVI cable).

Perhaps someone can think of another factor which I haven't thought of - the issue would appear to be with the computer itself. I'd be grateful for any thoughts.
