This has happened a few times when I have turned my PC on, but as soon as I restart it goes away.

I am assuming it is the graphics card (although I didn't check the monitor which has been a bitty iffy before), any ideas what has gone on the card?

At a guess, you GPU gets too hot and the memory artefacts. Have you checked its temps, and it would be worth cleaning the crap out of fan too :)
 
Cleaned it out about a week ago - it idles at 51 degrees and seems to peak at around 75.
 
Definately looks like its your graphics card - I had similar graphical corruption on and off for a bit too until the corrupting didn't go away and then the PSU and graphics card failed - noticable burnt smell came from the card too.

Basically, keep the wallet on standby :)
