What's going on here then (IE8)?

Everytime I try to open Internet Explorer 8 I'm greeted with:

I can't open Internet Explorer since i'm always greeted with this. When I download the file it opens the web page in Firefox and closes IE8.

How can I resolve this bizzare problem?

I have got firefox :confused: I even mentioned this in the OP :confused:

In before more "GET FIREFOX LOL" comments.

I need IE to open the "Official DSA Theory Test" program.
 
From the look of that screenshot your file association for .htm files have been set to firefox so it's trying to launch a .htm file with firefox when you put in into the IE url. I would try creating a blank txt file on your desktop, rename to test.htm, right click it and select open with, select "choose default program" and then select IE from there and ensure the "always use this program" is ticked

Won't make a difference when opening a htm file in a browser, even if the association is with a different program. My association is Firefox, IE and all the rest still work perfectly.

Every time I've seen this it's been a virus or spyware/malware infection.
 
I see this occasionally with IE8, but only when I try to open a couple of tabs in quick succession. I just click cancel, press refresh and continue as normal.

I've never known it to do it every time I open IE though.
