Whats going on with the RAM here?

Im in the process of setting up a new machine, but seeing some funny things with the RAM speed - Im hoping one of you can explain:

Spec:
RAM: Corsair CMK16GX4M2B3000C15 Vengeance LPX 16 GB (2 x 8 GB) DDR4 3000 MHz C15 XMP 2.0 High Performance Desktop Memory
Board: MSI B450 Tomahawk Max

By default the RAM was detected and running at 2133mhz, but when enabling XMP I was able to set it to 3000mhz.. However, different software is showing me different speeds for the RAM - which is correct?

BIOS (3000mhz):


Windows 10 (3000mhz):


Command Line (3000mhz):


CPU-z (1499mhz):


Speccy (1499mhz):


Some are showing 1499mhz, others are showing 3000mhz.. They cant both be right?

Whats the best way of checking my RAM speed?
 
That is because the real speed is 1/2, it is DDR.

OK, shows how much I know. :) So are the screenshots above what you would expect from the RAM I've got?
 
Yes as 1500x2=3000 and all Ram after a certain clock is OC'd, it takes XPM to get it to run its rated speed.

AFAIR the official speed for my CPU 4790K (stated by Intel) is 1333 but it can use up to 3200mhz DDR3 OC'd and depends on Mobo), I run my 16GB 1866mhz at 2200mhz.
