3.4Ghz is a high clock and 1.45V is not enough, just because it's red in the BIOS doesn't mean it's dangerous in any way. It just means the chip could get hot and die but as long as temperatures are 65c and below at load it's fine. Obviously there could be potential problems with more voltage, but nothing that can immediately affect the CPU, maybe in 5 years?
It sounds to me as if more vcore is what you need to make it stable, also take note that just 5-10 minutes doesn't make it stable. 8+ hours is usually required to make that decision.
