What's the best CPU cooler under £20?

I have Amd Phenom 1090T with stock CPU cooler. The thing is, sometimes it goes over 64c under full load, and I know that's bad.

Any suggestions for a better CPU cooler

I think I would go for the Arctic Cooling Freezer 64 Pro CPU Cooler. I know from using a couple of freezer 7 pros with phenoms and a q6600 that they are pretty decent and quiet, the 64 pro has a beefier heatsink so should suit a 1090T quite nicely even if overclocked.
