not sure if it refers to the standard, or the connector, but either way:
DVI-D: Digital only. Plug has no provision to plug a DVI-I cable in, must be a DVI-D cable.
DVI-I: Analog and digital (plug/connector has more pins, and has a 'cross' in it. This can send analog video (with the adaptor to VGA) or digital video. Usually initialised at power on, so you can't boot up with a DVI-D cable in and screen, and then change to analog after wards. I think it's also possible to find a DVI plug on a cable designed for analog video signal (rare though)
there's probably other difference like bandwidth and stuff
Ok, well i have a gtx460 with two DVI-I dual link slots, but i am getting a single 23" monitor. What cable should i buy? Just a single DVI-I dual link? The monitor does not come with a dvi cable
Dual link is for high res like more than 1900x1200 so I think you'll probably be fine with a standard DVI-I or DVI-D cable. Pay no more than a couple of quid, literally.

Does the monitor not come with a DVI cable? If not make sure which connector the monitor uses, as a DVI-I cable will not fit into a DVI-D only socket. whereas a DVI-D cable will fit into a DVI-I socket.
