What's the difference

Largely warranty and you know no one else has returned it due to being retail sealed (so not been tested and RMA'd due to being a poor clocker). Retail used to come with a heatsink/fan but I don't believe the Skylakes do any more.
 
Retail comes in a full retail box with a 3 year warranty whereas the OEM is supplied in a tiny cardboard box and a 1 year warranty.

For the sake of £8 I'd get the retail version.
 
Warranty alone, it used to be that retail chips came with a cooler. Not a very useful cooler tbh. But id still spend the little extra for the warranty. Overclocking wise, no difference. Your still taking the silicon lottery gamble.
