What exactly do you mean by Web Building Software? You mean website creation bits?

Yes software

Something very very easy that a total noob can use. Not Frontpage or dreamweaver.

There has to be something you can just drag drop move pics around make in to hyperlink, type text. etc etc

Frontpage is very easy, takes about a minute to knock something that looks alright up, tbh learn basic html and css and start from the ground up with notepad

I'd agree, Frontpage is basically that, you just have to right click to make hyperlinks. I've never come across anything more basic to be honest.

nvu is really easy to use - about as easy as a word processor - and (most importantly!) generates fairly non-crufty markup, something that can hardly be said of Frontpage.
