Have only seen literally a few seconds of a clip. Black and white movie(from the clip I saw), guessing made pre 1950'a. The clip has some scientist looking men in glasses looking down on a miniature version of a group of workers who look like they are working in an office. Orwell comes to mind, 1984 etc. Any ideas?

BBC did an 'tv movie' of 1984 in the 50s, maybe this? Sounds also like Metropolis but thats from the 20s.
