Some sort of surveying I'd imagine, I guess the antenna is for GPS or other triangulation methods.

I'd guess as it looks like a new build estate type thingie there, that he is doing some surveying for Nat Survey or the likes to update road data.

Will be a diff GPS he is using to get very accurate readings.....

Indeed. Accurate to about 3cm iirc, or at least the OS stuff is.

because it is a building site and site H&S rules that any contractor or worker on the site must wear appropriate PPE, which normally is Hard Hat, high vis jacket, safety specs and boots........
