I can tell you exactly what that is, it's a kite with some lights fitted. I have a guy at work who has a rather unhealthy obsession with kites, he sparked a UFO sighting last month with those.

looks like the lights on top of a building, or some industrial flare off. Either way you can clearly see it phasing in and out of our dimension/reality. Tilt much ?
