It limits the frames per second to the refresh rate of your screen.
So say if your monitor is set to 60htz it would be limited to 60. This stops tearing when the fps exceeds that of the refresh rate. However can lead to slowere frame rates overall.
It's best to kep it disabled unless you experience tearing tbh.
