What's wrong with my 980 Ti

I'm hoping for some help.

My gigabyte 980ti crashes when the fan's aren't on full speed even though it doesn't get hot and still throttles even when the fans are on full.

I fitted a Kraken with Corsair AIO just to double check there's no issues with the stock cooler and it's exactly the same the card ramps up and down between 1300-600mhz.

GPU-Z reports the perfcap reason as power limit despite it being nowhere near.

The drivers are new and I ran DDU before installation. The system is fine with another card in it and the card causes the same problems in another system.

Can anyone offer any suggestions?

my first thought was power delivery (power limits being hit) maybe it not picking up the external power connectors or there a dodgy chip on the board

Dodgy resistors on the board, very very common on this particular model apparently. I found a youtube video of a card with the exact same fault it makes the card only run with one power phase for the memory that then overheats and throttles.

I've managed to fix it by bypassing the resistors. I'm delighted!
