What's wrong with my cornice?

I've recently moved in to a new flat and there's a strange horizontal green line running around the perimeter of the bedroom cornice with additional green smudge marks which are approximately finger tip size.

It's difficult to tell but it appears to be gradually worsening, it looks to me like the glue or whatever adhesive underneath is starting to show through or the cornice is starting to lift but if there any decorators on here I would appreciate their opinion.

I know that the bedroom was freshly decorated before I moved in which might have included the cornice being replaced.

Very unlikely to be wood coving. If it’s old it’ll be plaster and the adhesive is similar to plaster too, if it’s new it’ll be plaster or plastic.

Bit strange really not sure what that is. Some zinsser stain blocker as said above should do the trick.
 
Fairly certain it's plaster, i'm trying to find out if it was fitted recently when the room was decorated. I've also noticed quite a few vertical cracks too, which if it's old coving then probably to be expected, but if it's new then that would indicate a more serious problem I would have thought.
 
Cracks normally form on new items due to water loss. Once that initial drying has concluded then new cracks tend to me more of a worry as its generally from movement at that point.
Some will end up being harmless, such as floor boards sending shock down to wall below.

New coving will frequently end up with gaps at joins (1-2mm or so) and often hairline cracks top and bottom. Those normally so insignificant that paint will fill them.
