What's wrong with my hardware?

I just replaced my HD 7850 because I was getting artifacting in some games.

I tested the same games with my i5 3570K's on board graphics and I had no artifacting.

But now I've put a new card in it's doing the same thing, still artifacting in the same games.

Anyone got any idea's what it could be, could it be the PSU?

I ran an occt powersupply test for 1 minute (I thought I heard a funny noise so i freaked out and stopped the test)

But it's reading 2.41v and then dropping to 2.35v on the +12v line surely that can't be right...
 
Ignore software readings for Voltages, they are just unreliable, use a multimeter to check.

Try updating the motherboard BIOS and check your running the latest software / drivers for the card.

Is there any possibility of testing the card in another machine.

I checked the voltages in bios and the +12v was 11.985v.

Bios and graphics drivers are up to date.

I can't check the card in another machine. But I've tested two cards a 7850 and a 7950 in my machine and they both have the same issues.
