Is it pure luck with all batches/retailers on how overclockable a chip is?

For example, some retailers will get a batch of 100 chips, other will get a batch of 1000 chips. Is it still 50/50 on both small and large batches that your chip will be a better clocker?

Yup, overclockability all depends on the batch/week they were made. Sometimes I wonder if certain retailers choose what people get and if retailers have factors towards who gets the better clockers; for instance loyal customers, people who ask for a certain stepping, etc.
