When you pay for your water what do they charge you for?

Hi people,
Yesterday I went to my stepdads and he told me something I cant understand. He told me he got his water bill and has been charged for the usuals tap water, sewage etc.

And then he said he get charged for when it rains :o When ever rains lands on his roof and falls to the floor he is charged.
Surly this is a load of rubbish? surly they cant charge you for that :o

there are 2 kinds of draings in the ground.

1 - Sewage - from your kitchen sink and toilet...dirty water - aka Foul water

2 - Fresh water draings, where all the gutter water goes into.

They are kept seperate.
 
Trust me, i am a lawyer...:p

and the fact that i've drawn detail plans for housing estates/Flats for these drains, takes a LONG time i can tell you, to work out the angle of the falls in the pipe underground so it flows to a manhole and then turn around corners in foundations without it getting clogged up.
 
I assume this is if you have a water meter. I wonder if it's possible to re-route your gutters etc to flow into a drain in the road to reduce your bill..... just a though. lol

No, its part of every bill.

As has been said you can get it reduced if you collect the run off water for use on the garden etc. :)

done that too, did one house where we dig a big hole (by big its about 1500mm wide) and filled it with gravel in the front garden and direct all rainwater into it.
