Anyone who sells them would probably be a competitor so I don't think I could give you a name even if I knew one. However what you are looking for is push-pins I think, I have in the past used even garden twine to hold on a graphics card heatsink - still works fine but it isn't the hottest running card to begin with. Insulated wire (again you might find it for gardening) would perhaps do at a push.

Could well be available there or at least something similar, maybe take in a couple of the old ones to show the staff as it might help them out.

I dont know where to get the push pins specifically, but have you thought about simply bolting the fan down to the card, and using a couple of those little rubber grommets as vibration dampners?

Could even go as far as using butterly nuts (wing nuts) to tighten up, giving you more control on the pressure you apply.

i was unsure if the metal contact would be an issue?

By and large there shouldn't be any metal contact around the holes, however you could perhaps use some of those small rubber/plastic rings that often come with cases to put under screws for a motherboard?

I'd use Nylon screws to be on the safe side.
