Where to begin?

Are you using a Displayport or HDMI cable? You need a Displayport cable to get 60 Hz. There should have been one in the box. Failing that they're cheap.

I'm either being dumb or really dumb. I've got a new displayport cable, plugged it in, restarted the pc (no real reason to) and it still will only let me use 30hz?

Might be a limitation of the card.

You have a K series CPU, so give that a light overclock; no need to go nuts here - you aren't trying to get world records.

16GB RAM should be fine in this day and age.

Run some spyware / antivirus / crapware removers

Grab yourself a new main SSD, there's tons of good options on sale ATM; I haven't used anything but Samsung for the last 8 years or so - but hear relatively good things about Western Digital. Honestly you can't go wrong with Samsung tho.

Bung a better GPU in there, this is likely the best upgrade you can make. The faster ones might need more power than you can supply, so be mindful of that. I personally wouldn't run a card that older than previous generation as driver support gets a bit spotty, be on the look out for NVIDIA 1660 / 2600 or AMD 5500 / 5600. Get one with a higher number if your budget allows.
