Where to start with this?

I want to build a simple script, which will allow people to enter their name and a message, then this gets sent to a page which refreshes every so often.

Kind of like a simple guestbook but I want the message page so you have to login to view them (unknown to the poster).

Know a fair bit of HTML and CSS but haven't got a clue about PHP.

So you have to login to view the page that is refreshing with the messages on?

Yep, dosen't have to be amazingly secure though, could probably do it via htaccess or something simple.
