It will be air. I had the same problem. You need to hold the res and turn the case through 360 degrees several times keeping the res upright. I thought I had removed all the air but after doing this I topped it up with another 1/2 litre.

A noddy tip to find things like this is rads before you build is to connect a tube to one of the ports, blank off or cover the other port with your hand, submerge the rad completely in your kitchen sink full of water and blow in the tube. You would have had a stream of bubbles coming from the pinprick.
