Which CAL's do I need?

Hi all, just in the process of rolling out Windows RDS to users at our remote sites. Going to be replacing their desktop machines with Thin Clients connecting back to one central 2008R2 Server so they can work.

What is the best type of CAL to purchase for this?

A device CAL or a user CAL? I'm a bit confused as to which would be the best in this scenario.

If you have many users on a few machines, you want a device license.
If you have a 1:1 relationship with machines to users, I would go with user licenses.
If you have many devices (Thin clients, home machines, mobile phones connecting to the domain in any capacity) then you want user licenses.

User licenses are the way to go unless you have a lot of people hotdesking and no remote access services (email, VPNs etc.)
 
I'd say about 12 thin clients - between 15-18 staff, very rarely all used at once. Every person uses any thin client so they just jump on one which is free, no one has their own terminal as such.
However we have about 4-5 users who connect remotely through RDS Web Access, again, very rarely is there every more than a max of 1-2 ppl doing this at any one time.
