Typically, it is 10% slower than the 4850, but 20% cheaper.
I've just bought one and will take delivery soon. I was tempted with the 4850, but the maths don't add up (they never do with computer products, let's face it - you spend 50% more on stuff for a 20% performance increase).
Disclaimer - I'm an old school overclocker going for bang-for-buck - the 4830 is going to be volt-modded and watercooled. I suspect it will beat every 4850 on these boards when done, and even some 4870's
