Which chip is better with the new z490 range?

They are both unlocked for overclocking. The 'F' just means no onboard graphics.

If you are thinking of buying a 10th gen then you should wait for reviews. A Ryzen cpu will still offer better value though.
 
I doubt amd are quaking in their boots over these somehow
And that's before the new amd chips arrive
And those new intel things are going to run hot big air cooler or AIO stuff
