For the first one you will need an additional CPU cooler since it is OEM, is there any particular reason why you are going for Nvidia here? I'd probably suggest an X1800XT with system1 and save yourself some money while not losing that much in the way of performance.

cus the ati cards arnt very good @ old ogl games witch i play a lot

they are noisy and use a lot off wattage

System 1 should look after you for quite a while.

the gpu is better and as the e6300 has 2mb cache and the e6600 has 4mb cache its worth settling for the e6300 and getting a much better gpu as the 7950 kills the 7600

Reasonable but it totally depends on the chip itself. Percentage wise the chips from the lower end of the Conroe scale overclock better but you do also have to remember that the extra 2mb L2 cache on the 6600 equates to roughly 400mhz or so.
