Which CPU Cooler?

I need a new cooler for my core i7 rig. I would like to try OC to 4GHZ with good temps 70s on load would be nice. I seen a few but i am not sure which one would be best to fit my criteria.

If i wanted water cooling i would have put it on the list.

I was on a budget guys sorry i forgot to mention that. i order a artic cooler. I will look into that corsair water cooler sometime in the future.
