Which CPU

I have a budget of £300 - £350 to buy a processor, motherboard GF and ram. I would like a dual core CPU. I use the pc for playing generals online and do video editing as well. If pushed I can go upto £400, but would prefer not to.
Any recommendations?

I was thinking of upgrading the CPU only and ram, but I just can't find a X4800 ( only ones at silly prices )
