It's a shame that the Specialized only has Sora. In pretty much every other way it's a better bike. Personally I'd get the Norco and then ghetto-mod mudguards on to it. If you're not the type to do this though then you're better off with the Specialized, which is still a very good bike.

For less money you could get a Charge Plug 4 though.

What do you mean by ghetto-mod mud gaurds mate?
 
Odd choice of chainrings on the specialized. The norco has more cyclocross type rings. However, it also has an 11-28 cassette rather than the 11-30 on the specialized. The specialized having only 9 speeds rather than the 10 on the norco means it might be a bit gappy in places, but it might not bother you. 105 is two grades better than sora, but sora 3500 is solid enough in its own right, so not a huge deal.

But at the end of the day, I'd agree with touch - for commuting you want mudguards, and proper mudguard mounts will always be a better bet than bodging things. Sora vs 105 and 50/34 vs 46/36 needn't bother you, but getting a wet arse will.
 
Thanks all for your advice. The charge looks great. I should have mentioned in my op that I'm getting the bike on cycle to work which will give me 42% discount. So the 2 I've linked work out at around £540 each. Hence being restricted to evans
