Which DDR4 3200 kit?

I'm getting some bits together for a new build but can't decide on the RAM. Last time I built a pc it's was a quarter of the price it is currently.

I've been looking at the two following kits, and my question is, as a home user will I notice the tighter timings on the 8 pack ram and are they worth the jump in price?

Secondly will I be able to tigtent the timings of the cheaper kit to CAS14? I've looked for reviews of the cheaper kit online but can't find any.

If I'm not mistaken the second kit uses Hynix die and generally it doesn't overclock very well compared to B-die. I have never played with Hynix so I can't really say.
I just want to say that there is cheaper B-die option @ £185 which rated at 3733 17-19-19 and called as Patriot viper. ** No competitor hinting **

It would actually help a lot if you tell us the cpu and mobo you intend to pair the ram with ?
As i've actually run both of the linked kits in a CH6 with a Ryzen 1700 i can tell you the following. The second linked kit runs at 3200Mhz at it's rated timmings even with 4 sticks, but would not run higher with a 1700.
The first linked kit runs at rated timmings, also with 4 sticks but did clock to 3333Mhz with the 1700. I currently have a 2700x in the same mobo with the same first linked kit, but they now run at 5333Mhz.
