Which fans/fan controller should I go with?

Hey guys, just a bit of a query really, I've had my Noctua fans for about 5 years and they're now starting to get a but loud and not quite as effective as before.

So, I'm looking to get 3-4 new fans and a fan controller, I just want to keep noise down a bit without losing too much efficiency.

I have an Akasa Eclipse, Intel E8400 (want to grab an i5 at some point) Nvidia GTX460 so nothing that's massively high end at all!

I still have my Noctua UH-12F cooler which could stay (or is a corsair h series worth it?) so I really need a fan controller (ideally 5 1/4") and 3 120mm fans for intake, exhaust and the CPU cooler itself.

Sorry for the long mindless babble, just want to get the pc a bit quieter without throwing too much cash at it!

the h series of water coolers are not that amazing from the research iv done, your cooler should be adequate enough, as for fan controllers, it depends on budget/ what fans you want / and what kind of controller you want, i.e analogue/digital
 
I don't need anything more than basic controls, dials are fine! If it has front USB ports on it then that's a bonus.

As for the fans, that's why I'm asking, the last ones I bought were the Noctuas back in 2007, so I'm a "tad" behind in terms of knowledge of what's good, what's bad, and what's value for money!

I don't want to spend the earth, but I figured under £10 a fan would get me good enough ones with decent air pushing & low noise?
