which gives more FPS

There is no one answer it depends on a complex set of circumstances...

conventional wisdom is that overclocking the core gives bigger gains than the memory and that you'd usually clock the shaders as high as they will go stable - then find the highest possible core.

Why would you only overclock one?

i wont but the card im going for is the new evga gtx260 and the core and memory are clocked higher than the other 260s but its the shadow that is the lowest and was wondering if it would make much difference been that low,p.s if my psu runs a 4870 it will run a 260 no probs wont it

Firstly, punctuation is your friend.

Secondly, just get the cheapest Core 216 you can find and overclock all 3!

thanks for the link but im going to stay with the evga as it is already guaranteed to run at higher clock speeds, and its only £23 quid more, plus there is always the stepup programme which i can try,and i did a test on corsair and my 520hx is good enough to run it fine

Ok suit yourself, but in my opinion it's wasted money. I've really not seen a GTX 260 that doesn't overclock WEEELLLL past the speeds at which any pre-ocd card comes.
