Which Graphics Card?

I need something which can be plugged into a television; (DVI?)

But im not sure how powerful to go for, what's normally good enough to say decode films and play?

I take it I dont need a 8800GTX, but how far down the lameness can I go?

Also are there any good passively cooled PCIe cards?

A passive 7600GS should be fine for that sort of thing, maybe even a little overkill as encoding etc is mainly CPU.
