How does the xfx version differ to the sapphire version of these cards and which should i get?

pc spec:

- Case: Xigmatek Asgard - Black
- Power Supply: OCZ 500w StealthXStream II
- CPU: AMD Athlon II X2 Dual Core 250 3.00GHz (Socket AM3)
- Motherboard: AMD 880G (Socket AM3) DDR3 Motherboard
- RAM: 4GB DDR3 1333MHz Dual Channel Kit
- Hard Drive: Western Digital Caviar Blue 500GB SATA 6GB/s
- Graphics Card: Onboard AMD Graphics
- Sound: ALC888B 8-channel High Definition Audio CODEC
- Optical Drive: LG GH22NS50 22x DVD±RW SATA ReWriter


Sapphire ATI Radeon HD 5830 Extreme 1024MB GDDR5 PCI-Express Graphics Card
XFX Radeon HD 5830 - Graphics adapter - Radeon HD 5830 - PCI Express 2.1 x16 - 1 GB GDDR5

I found the xfx one to be considerably cheaper so I was thinking that

I have an Intel Core i3 530 2.93GHz @ 4.00GHz Dual Core and ATI 5830,
but noticed the other day my system was not running overclocked (PC is being repaired as i had a few other problems)
but does that mean if it had been running standard 2.9ghz for a good while it was maybe bottlenecking my card or not?
